Please do ask, because its our duty to learn as muslims.
The thing you said about envy is kind of like the evil eye (because the person looks at you with an evil intention) and is jealous of you. The person is sinful of that because our beloved Prophet Muhammad sal Allaahu alayhi waSalam said:
"Keep away from jealousy, for jealousy eats up virtues (good deeds) in the same way as fire eats up wood." (Abu Dawud)
This is why you can recite surah falaq (chapter 113: 1-5):
Say: I seek refuge with the Lord of the Dawn
From the evil of what He has created,
From the mischief of Darkness as it overspreads;
And from the evil of evil witchcraft,
And from the mischief of the envious one as he practises envy.
