Tafsir Ibn Kathir is the commentary on the Qur'an by Imam Ibn Kathir. Fi Dhilalil Qur'an is the commentary by the late Syed Qutb. These are just the commentaries of different people.

It is not the tafseer of the Qur'an that is changing. When a new book of tafseer comes out it does not mean that it contains an interpretation of the Qur'an contrary to previous tafseer books. Some tafseer books focus more on historical background behind verses, some focus on the rulings that can be derived from the verses, some focus on the linguistics and the literary style of the verses, some present the personal reflections of the Mufassir or the lessons that they draw from the verses, some collect all the narrations from the Prophet pbuh or the companions about the verses, some take on a comparative religion approach, and so on. Some tafseers books are summaries of others, and some are expansions and elaborations of others. Some present the material in one format, others in another. There are millions of books of tafseer. So if someone decides now to write another tafseer of the Qur'an it doesn't necessarily mean they are coming up with a new understanding of the Qur'an contrary to that of the previous Qur'anic commentators.
