What i want to know for sure is what does it mean by the phrase : people who carry whips like the tails of cows and beat the people with them

Doesn't that refer to like.....slave drivers etc. ? And if that it was it was referred to, well didn't they have those at the Prophets time and before? if someone has an answer to this I'd be grateful Jazakumullah Khair
