because all these other universities which offer Arabic and islamic studies here in london require a fee to be paid

maybe its because they want to spread the dawah and so it is less a burden if students dont have any financial restrictions.
Arent the universities in Saudi free for all (saudi) students in any case?
plus they get a monthly allowance.
