I hope what i say helps bro, i think you encourage students through :
1.visiting sites relating to their studies/dicussion forums on certain subjects, which the school/Uni should provide. internal forums need to be accessible an encouraged to be used. visiting certain sites which provide help an support need to identified and accessible.At my uni we do provide a forum, but there not used often.. were nt really encouraged to use them.

2.Bespoke software--speacialised software should be provided to aid learing.. i.e. Help wid GCSE Maths, english, science, etc they should be open to all students! same for Alevels.. but it gets harder to provide software for students at degree level.
We had this type of dicussion at university..is the software were using helpful? we have used software for JAVA programming, and programs for Networking, Artificial intelligience etc..

There are many tools, but they need to encouraged and accessible...
