The first number will be the Surah (chapter) the second number is the Ayyat (Line)
they don't actually mean quite the same as chapter and line. But that is the closes to the English equivalent.
i.e.
4: 1. O mankind! reverence your Guardian-Lord, who created you from a single person, created, of like nature, His mate, and from them twain scattered (like seeds) countless men and women;- reverence Allah, through whom ye demand your mutual (rights), and (reverence) the wombs (That bore you): for Allah ever watches over you. Yusuf Ali's Quran Translation
the 4 means it is Surah number 4 (an-Nisa) and the 1 shows it the first ayyat
