It's Mishaaree bin Raashid Al-Afaasee (www.audioislam.com click on Recitation on the left and choose Mishaaree bin Raashid Al-Afaasee on the drop down menu) and the surah he is reciting is Surah Al Alaq (Download Surah)---

akhi the recitation is one hundred percent Mishary 3fasy ar-rashid
the one u posted has bad quality thats why it sounds a bit different
