Which scholar was so knowldgeable that his teacher allowed him to give fatawa(religious verdicts) at the age of 15?

I'd like to participate by asking a Q myself if I may?..

when faucets were first introduced in the ottoman empire, people thought it was blasphemy and refused to use them, until a fatwa was passed that they weren't Haram to use.. eventually faucets were named after one of the four mazahib, which Mazhab is it?

i know what a faucet is...no need for dumbing down...i was just wondering wat the ottomans were expected to use them for...like if they thought they were gna use em for haraam doings...
