PRESS RELEASE

IBB closes INTERPAL Account

URGENT ACTION NEEDED

The British charity Interpal, dedicated to alleviating the suffering of the Palestinians, has been notified by their bank, the Islamic Bank of Britain, that Lloyds TSB (their clearing bank) has given them the instruction to cease all dealings with Interpal with effect from 8 December 2008.

After this time “all transactions into or out of Interpal accounts will be blocked and IBB will be at further risk of all its customer payments being suspended.” We have been informed IBB has offered Interpal verbal support but is apparently powerless in this situation, throwing into question the autonomy of IBB.

Lloyds TSB is calling for IBB to stop the Interpal account without any legal reason. No reason is given by IBB or Lloyds for the draconian and punitive measure taken.

By acting in this way, Lloyds TSB has treated Interpal with contempt and jeopardised the efforts to help millions of homeless and poverty stricken Palestinians. Their action sends a signal to other Muslim charities, supporters of justice in Palestine – as well as the IBB’s 50,000 Muslim account holders – that their accounts can be closed down without warning or explanation at any time.

We are calling upon our friends and supporters, and all who stand for justice in the face of oppression to contact Lloyds TSB and the Islamic Bank of Britain to ask them to rescind this outrageous, unfair and arbitrary decision.

1] Contact Lloyds TSB asking them to cancel their demand on IBB to close Interpal’s account.

2] Contact IBB and ask them not to succumb to the pressures placed by Lloyds TSB.

NOTE - INTERPAL has never been tried of any wrongful act or found guilty of any irregularities.

Here is a little bit more about interpal.

Interpal is a non-political, non-profit making British charity that works with international funding partners and partners on the ground to provide relief and development aid to Palestinians in need, mainly in the West Bank, Gaza Strip and the refugee camps in Lebanon and Jordan.

Interpal seeks to help Palestinians overcome the harsh conditions they face resulting from over 60 years of suffering and occupation by:
  • providing them with humanitarian aid, emergency aid and protection from the elements
  • promoting good health within their communities
  • assisting them in the advancement of education
  • providing them with the necessary social welfare facilities and services
Interpal is a member of BOND (British Overseas NGOs for Development), the Palestine Platform and is registered and regulated with the Charity Commission (Registered No 1040094).

How they work:

How We Work

Interpal engages in fundraising campaigns and events in order to raise awareness of Palestinian issues and the funds necessary for Interpal’s work of providing “multi-dimensional aid”. Funds are obtained through donations and sponsors with administrative costs usually covered by tax schemes (e.g. Gift Aid) or specific donations towards administrative costs. Administrative costs have been under 10% and are never deducted from specific donations. Approximately 80% of the funds are allocated for humanitarian aid, which includes our Child Sponsorship, Ramadan and Qurbani programmes. Of this 80%, at least 55% is exclusively for the Child Sponsorship programme.
Interpal works in partnership with like-minded charities both in Britain and overseas in distributing funds for the various projects. Strict audit trails are maintained with proper documentation required e.g. receipts, photographs, in order to ensure that funds are used for legitimate purposes. For this reason, Interpal does not deal with individuals and all of its local partners adhere to a Funding Agreement.

The Difficulties of Working in Palestine

Like many NGOs in the field, Interpal chooses to work with other charities and local partners in order to maximize efforts and avoid duplication. Due to the volatile and dangerous situation in the Occupied Territories, it is far more effective to transfer funds to local authorised partners in the region and allow goods and supplies to be purchased within the area. It also helps to re-vitalise the local economy. In this manner, a Ramadan food parcel is not simply an aid package. As all goods have been locally sourced from Palestinian farmers, a Ramadan parcel has now become multi-dimensional aid.
As Interpal does not have any offices in the region, it is able to cover all of the areas through local contacts that otherwise would not be accessible from one central point in the region. Security risks and import restrictions in the region make it far more difficult and less efficient to send goods directly from overseas. Interpal’s local partners in the region also act as eyes and ears on the ground, ensuring that funds are distributed to where the need is greatest.

The work they have done:

OUR WORK

Since its inception in 1994, Interpal, in co-operation with other charitable organisations, has supported hundreds of projects in order to achieve its main objectives of alleviating poverty, providing health and medical care, advancing education and encouraging community development.
Together with our projects, we also run seasonal campaigns that take place every year. These include our Ramadan, ‘Eidul Adha and Educational appeals. For more information on our seasonal campaigns, please read our special page.

Our work falls into the following categories. Please refer to a category’s page for more detailed information.
Humanitarian

Emergency Aid remains the focus of our expenditure through the swift and efficient provision of medical supplies, food, shelter and clothing. This extends to seasonal support during the Ramadan and Qurbani (sacrifice) periods of the Islamic calendar.

Medical

Lack of medical supplies and equipment has meant that hospitals, clinics and medical centers can be stretched beyond anywhere near full functionality. Interpal has distributed funds to these areas as well as supporting projects for the purchase of necessary medical equipment, setting up specialised medical units and providing healthcare subsidies to the poor and needy.

Educational

Through our dedication to educating and empowering individuals, we have dedicated significant effort in keeping children and students in education. This is through direct assistance to schools and universities, supporting needy students through the provision of school kits and financial aid ensuring they are able to continue their learning.

Community Development

Self-sufficiency and building towards the future is key for the development of any community. Interpal has recognised this as being especially important for Palestine and has been working to develop and sustain sites of religious and cultural importance in order to protect the heritage of Palestine. This also includes supporting orphanages, welfare centres for the elderly and disabled and Qur’an Tahfiz (memorisation) schools.

Interpal Representatives

As part of its awareness raising efforts, Interpal sometimes sends delegations made up of community leaders to its main areas of operation (Gaza, the West Bank and the refugee camps in Lebanon and Jordan). These leaders can then give the community a first hand account of the situation and report on the progress of Interpal projects. Interpal is committed to transparency in its operations, and this is one way of ensuring that interested parties can see for themselves exactly how their money is being spent.
Interpal representatives have participated in many events over the years, and have spoken out against the terrible humanitarian conditions in Palestine as well as the work Interpal does to provide relief and development aid to the poor and needy.
