yes you can.. from the site:

Can I use my debit card abroad?
Yes, you can use it at shops and cash machines. Get more details on using your card abroad.

It's best to let us know you plan to use your card abroad to help us fight fraud. If you use Online Banking, you can tell us when and where you plan to go by using the Use Debit Card Abroad form. You'll find the form in the menu of your At a Glance page.

Using debit cards abroad:
You can use your cards worldwide in millions of shops and other outlets wherever you see the VISA or Electron signs.
Withdraw up to £300 per day in local currency with your Connect card from cash machines displaying the VISA sign. Your Electron card is accepted at machines with the PLUS sign.
Cash machines work in the same way as they do at home and will work in English when you put your card in.
Pay no transaction charges* when you use your debit card at cash machines belonging to our Global Alliance.

* Purchases and cash withdrawals overseas are converted into sterling at the exchange rate based on market or government set rates on the date the amount is debited to your account. A 2.75% charge for Barclays handling costs and any VISA processing fees is included in the sterling conversion shown on your statement and applies to all foreign transactions. There is an additional 2% transaction charge (min £1.50 max £4.50) if you withdraw cash overseas via a cash machine or in a bank, except Barclays cash machines or those within the Global Alliance. If you use a cash machine outside the Global Alliance, you may also incur an additional service charge on top. There is a 2% transaction charge (min £1.50 max £4.50) if you use your card in the UK to obtain sterling anywhere other than a cash machine or Barclays branch, and currency or travellers’ cheques anywhere other than a Barclays branch or Barclays website or via Barclays Travel Line.
