Are there any special reason for bandwidth capping ?
Many isp's provide internet but they will say its under FUP and only 10 GB of usage ... why is that

is the internet running out of bandwidth or the ISP's are trying to earn more bucks ?

Bandwidth caping is very much required cos..there are many people...who keep their PC ON 24x7 ..and continously download..which is not fair.
Think what all the people(home users) in an exchange do that.. it will surely gonna keep the exchange servers very busy all the time...
thus burning it down...also it will affect the Network backbone as well...inturn affecting other exchanges as well.

In case of Business/corporate customers..the Telecompanies strategy is different.

Important Note: There is nothing called Unlimited in this Telecom/Web world. As long as what you Pay them is limited...what you get is limited only.

There are unlimited plans in the UK (truly unlimited). Maybe some companies oversubscribe so don't have the bandwidth to cope with everyone?
