That's what US Representative Ted Poe wants to know as well. In the video he says, "A mysterious Department of Defense special task force" is responsible for this. The emphasis is on mysterious.

I guess the DOD special task force wanted it to be, as Congressman Poe puts it, "a hum dinger of a truck stop".

Interesting video. Very thought provoking.

As a side note: Demoted Army Colonel Janis Karpinski - seen and interviewed in the video above - was eventually vindicated of the allegations made against her.

Anyone interested can read about it by clicking on: Abu Ghraib head finds vindication in newly released memos.They didn't give her the Brigadier General star back though.
