So my questions are if one lacks any guilt how would they repent?

Will their repentance be hypocritical or would it be genuine?

What if they also were doing a bad sin and decided that they would repent but such thoughts came to them will they not be able to achieve true tawbah?

Also if one has been very hypocritical in their faith and want to restore it will they be able to do so? If so what steps do they need to take to fix themselves?

Don't know. That is Allah's dormain...

Some people don't really regret what they did. Allah wires people up differently. I guess it will be shown in the way they behave henceforth... that is more important..

How does one repent when they lack guilt?
By humbling themselves to Allah, and trying their best to serve, please and obey Allah.
by gaining knowledge about Allah's noble guidance, studying the Quran, biography of Prophet Muhammad pbuh, the hadith and other useful literature.
And by constantly trying to be aware that Allah knows and judges each individual's inner intentions.

Usually by increasing your taqwa(fear) towards Allah swt and remembering his punishment only then you will start to feel the guilt for that action you did.

Quran 14:42
And never think that Allah is unaware of what the wrongdoers do. He only delays them for a Day when eyes will stare [in horror].

If still don't feel it , try to read
Surah AL-MUTAFFIFIN, inshallah you will start to ponder on your action , may allah swt guide us all.
