assalamu alaikum warahmatullahi wabarakatuh,

I am in the UK and have some questions about having a Nikah.

Situation:

a sister is a Muslim revert Mashallah but her family are non Muslims. She has no wali and she is also divorced (she is older and her parents have passed away)
She wants to get married to a Muslim man but both do not have any people of good character or friends who can be witnesses.

Is it possible to still get a Nikah done? It also seems that most Mosques that has been looked into require a civil ceremony/marriage first and then the Nikah - but what if they just want only Nikah?
Can anyone recommend me some Mosques or Imaams who understand this situation and can provide a Nikah?

The whole research is appearing to be exhausting and actually putting of having a Nikah done! She called a particular mosque who said they would send out a Nikah form and they never did. She tried again and no one answered the phone and she has been trying for some time.

Any guidance is much appreciated so I can pass this along.
