Some people only care about the time for Fajr and Maghrib when it's Ramadhaan. It's telling you not to be like that.

it's definitely saying motivational posters can be religious too.

magrib is when the street lights turn on.

...or if there are no clouds... which there are most days..
then it's when your coworker tells you to look at the beautiful sky.
