Not necessarily will it always be just someone like Fir'own.
But what about in the simplest manner (from oppressive ruler to a school bully, would a school bully be an oppressor?)
And what if you are too shy to ask the oppressed for forgiveness, and instead you make duas to help him?
This is scary and I really want to know ASAP.

Anyone who does Zhulm (oppression), even in the smallest form, is a Zhaalim (oppressor). Even a bully bullying kids at a school.
If the oppressed is alive, then you have to ask forgiveness from him. Just making Du`aa for him is not enough. You have to secure his forgiveness in addition to making Tawbah to Allaah Ta`aalaa.

Insulting a person who hasn't insulted you is sinful. To do so is to wrong that person and cause harm to them. If a person does that, they must seek forgiveness from the person they have wronged.

So sins committed at times before puberty, what would Allah do for that?

A person is not taken to account or punished for sins committed before Buloogh (puberty).
