A man driving a rental truck plowed into pedestrians and cyclists on a jogging and bike path in lower Manhattan in New York City Tuesday afternoon, killing at least eight people and injuring many others in what New York City Mayor Bill de Blasio called a "cowardly act of terror."


The sprawling crime scene runs about 10 blocks along the West Side Highway, a few blocks away from One World Trade Center.

A suspect was apprehended at the scene. Multiple law enforcement officials told ABC News that the suspect in custody was identified as 29-year-old Sayfullo Saipov of Tampa, Florida.

The deadly incident began at about 3:05 p.m., when the vehicle -- a Home Depot rental truck, according to the company -- entered the West Street pedestrian and bike path north of Chambers Street, hitting multiple people on the path, leaving some dead and "numerous people injured," New York City police said.

At Chambers Street, the truck collided with a school bus, injuring two adults and two children, police said.


After the collision, the driver of the truck, a 29-year-old man, exited the vehicle brandishing what appeared to be two handguns, police said. A uniformed police officer confronted the suspect and shot him in the abdomen, police said. A paintball gun and a pellet gun were later recovered at the scene, police said.


The suspect shouted something at police when officers confronted him, according to multiple sources.


The suspect was wounded and transported to a hospital, police said.

A witness described the chaotic scene to ABC's New York station WABC, saying that after the truck hit multiple people on the bike path, it crashed into a school bus at Chambers and West streets, near Stuyvesant High School.

"Everybody started running," the witness said. "... Everything was happening so fast."


The witness added of the driver, "He kept going all the way down full speed."


"Thank god the trick-or-treaters weren't out yet," the witness later said.


Video from the scene showed mangled bicycles strewn across the bike path.


There is no active threat, according to the mayor's press secretary.



The FBI is responding to the incident.


President Donald Trump has been briefed, according to a White House spokesperson. Attorney General Jeff Sessions and FBI Director Christopher Wray have also been briefed.

Multiple law enforcement officials tell ABC News that the suspect taken into custody in the New York City vehicle attack that killed eight people on Tuesday has been identified as 29-year-old Sayfullo Habibullaevic Saipov.


Witnesses at the scene say Saipov began to shout “Allah Akbar,” or “God is great” in Arabic, as he ran from his truck Tuesday, waving a pair of fake handguns. He was shot by authorities and remains intubated at a hospital but is expected to survive.


Law enforcement officials told ABC News they later discovered a note at the scene indicating the suspect had carried out the attack on behalf of the so-called Islamic State, or ISIS.


Saipov is from Tashkent, the capital city of Uzbekistan. He entered the United States in 2010 through the so-called Diversity Visa Lottery, a special program started in 1995 that according to the State Department hands out about 55,000 visas per year to applicants, most of them from countries that don't send many émigrés to the United States.


He has since become a legal permanent resident and has lived in Cincinnati; Tampa, Florida; and, most recently, Paterson, New Jersey, where he lived with his wife and three children, according to a law enforcement official. He rented the vehicle used in the attack at a nearby Home Depot.


He held business licenses for a pair of Ohio-based trucking companies -- Sayf Motors Inc. in Cincinnati, and Bright Auto LLC in Cuyahoga Falls, Ohio -– and also worked as an Uber driver. In a statement sent to ABC News, the company confirmed that Saipov was an active driver who passed a background check and recorded over 1400 trips in six months. The company is assisting law enforcement with the investigation.

Authorities searched suspect’s home, just across the river from New York, on Tuesday night, looking for evidence of radicalization. ISIS has not claimed responsibility for the attack, but according to Rita Katz of the SITE Intelligence Group, which tracks the online activity of jihadist organizations, the attack “fits [the] style” of recent suspected ISIS-inspired attack throughout Europe.


“Amid losses in #Iraq and #Syria, #ISIS has ramped up calls for supporters to perform attacks in the #US, among other Western nations,” Katz wrote in multiple posts on Twitter in the wake of the attack in New York City. “#ISIS media regularly pushes #NYC attacks … #ISIS supporters celebrating #Manhattan attack.”


According to Richard Clarke, a former U.S. counterterrorism official and an ABC News contributor, the group targets disenchanted young men through virtual channels that allow them to reach potential recruits around the world.


“ISIS has tremendously persuasive online videos and recruitment tools -- persuasive to a person who is generally male and disgruntled, someone who's not making it in life economically or socially,” Clarke said. “They reach out online and say, ‘Grab a truck. Grab a knife. Attack somewhere in the name of ISIS.’”


That confluence of factors led New York City Police Commissioner James O’Neill to a grim determination.


“If you just look at the M.O. of the attack that's consistent with what's been going on, so that along with the statement has allowed us to label this a terror attack,” O’Neill said.

I consider the posibility of this kind of attacks being organized by the enemies of Islam. We have seen these attacks in all western countries and the suspected criminals are from all Muslim countries. It justifies a general war on Islam in the eyes of western people which the governments need in such a war.

Propably this isn´t nationalistic attack and it has nothing to do with Uzbekistan. Mad people everywhere.

My best wishes to the families of those killed and injured. New Yorkers are tough as nails, but they have a long memory, and this attack has to be hard for many people.

I'm also confused as to why an Uzbek would do this. The perpetrator credits ISIS, but did they actually help organize it, or was this a lone wolf inspired by ISIS online media campaigns? I doubt he got any material support, since the only weapons he had were the car, knives, and a paintball gun. The man was trying to suicide by cop, but for once the US cops didn't shoot him 50 times in the head. Media reports that the sequence seemed to follow ISIS guidelines for such an attack. Maybe he got advice and moral support over the web.

Either way, ISIS needs to go down, hard.

When here was terrorist attack in Finland earlier of this year, daesh forgot to take responsibility. Maybe it wasn´t so succesful one.

ISIS claims responsibility for New York City terror attack that killed 8
The Islamic State of Iraq and Syria (ISIS) claimed responsibility for the terror attack carried out by Sayfullo Saipov on Tuesday. He used a rented Home Depot pickup truck to plow down pedestrians and cyclists in lower Manhattan on Halloween killing at least eight people and injuring a dozen more.


ISIS' announcement Thursday was published by the militant group's weekly newspaper, but they did not offer any evidence to back up their claim. ISIS did say "the attacker is one of the caliphate soldiers."


Cellphone video shows moment police arrested NYC terror suspect
Uber passenger recalls ride with Sayfullo Saipov days before NYC attack
It is known that police found knives and notes praising ISIS inside the truck Saipov used in the deadly attack, and according to court documents, two cellphones were also recovered.


A law enforcement source tells CBS News authorities "tracked the numbers on the phones and have linked them to 'sympathizers of a radical cause' who were already on 'New York police radar.'" The source says Saipov made calls to someone of those numbers "the day of the attack."


Saipov, a 29-year-old native of Uzbekistan, was charged with providing material support to a terrorist organization and using a vehicle to cause violence. Investigators say Saipov was inspired by ISIS to carry out the attack, the deadliest in New York since 9/11. The use of a truck to run over civilians closely mirrors similar attacks that have plagued Europe. ISIS has posted instructions and urged its followers to carry out such an attack on its propaganda channels online.

Saipov is said to have rented a pickup truck from a Home Depot in New Jersey before driving into Manhattan to carry out the attack. He traveled for nearly a mile down a bike lane next to the West Side Highway, coming to a stop only after he slammed into a school bus. He then exited the vehicle carrying a black bag, a pellet gun and a paintball gun, yelling "God is great" in Arabic. Saipov was soon shot by a police officer and taken into custody.


Sources close to the investigation say an associate of Saipov who they were looking for, Mukhammadzoir Kadirov, has now retained a lawyer and is set to be questioned by authorities on Friday.
