Does wearing only Khimar...over clothes count as a dressed yet naked woman?...
And does a niqabi..with burqa..count as a fully covered women

Walaikumasalaam
Avoid going out if you can. Women are advised to stay at home. Obviously if it is a need then it is permissible. You save yourself from a lot of fitna by staying at home.
You can wear anything you want as long as you adhere to the below conditions:
The clothing must be loose so it does not reveal the figure,
Clothing must not be see through,
The clothing must not resemble men's clothing,
No images on the clothing,
Not a bright colour so it prevents attracting the opposite gender,
Women are not allowed to wear perfume when they go out as this will attract men,
Clothing must cover the entire body except the face, hands or feet. There is a difference of opinion whether the niqaab is faraz. It is better to wear one in this day and age depending on where you live and the law and again difference of opibion on whether the hands and feet should be covered but the above points are the main ones that i can think of.
Jazaka Allah.
