If a person went to the bathroom and their underwear was dirty after it would that be haraam? Because there was a Hadith where the Prophet said that two people were in pain in their graves because they didn’t clean their urine properly I think. Would it be haraam to have unclean garments or only during prayer/Quran recitation

when you are not praying and impurity is dried which doesn't impure your body or other garments then It's not haram though but a momin highly dislikes to wear impure as well as dirty clothes.
