alsalamu alaykum, dear brothers and sister, i was wondering if the book pdfs i download from goolge are haram

e.g
Copyright © 1984,1994, 2007 by Robert Cialdini. All rights reserved By payment of the required fees, you have been granted the non-exclusive, nontransferable right to access and read the text of this e-bookon-screen.

if the pdf has something like this is it illegal and haram?

There's a book you can read about this: Copyright in Islamic Law by Mohamed Ali Ahdash. It's quite thorough... but to answer your question, yes. Downloading PDF books for free that are intended for purchase only is considered theft. And therefore haraam.
