No, it isn't. It wont be the same sin as zina, but it'll still be a major sin depending on what you mean as in "going near zina".

Although it isn't the same thing, it is still very major. Especially since Allah told us not to go near zina, knowing what is in our hearts. So disobeying that part is like underestimating the warning given to us or taking a risk and rebelling against a crucial law.

Its kind of like this.
Case 1: When you do a major sin for the first time, it feels horrible. You repent and it is over..
Case 2: You don't commit major sins alhamdulilah, but you do minor ones. These aren't one time sins. They build up, conditioning you to the environment. More sins start gradually adding on. This leads up to the major sin. Yet you don't feel as bad because you kept gradually committing small sins until they slowly changed you as a person. This is more similar to those who put them in risky environments/situations (without intention of zina) and slowly get closer to zina

Its not easy for a devout Muslim to commit zina right away. Things have to trigger it. Going near zina may not be as bad as the actual evil deed itself, but it lasts longer and slowly changes and conditions you so that you may eventually commit on top of all the sins you already committed. So the first simple step to get closer to zina is to stop lowering the gaze.
Then goes on more steps... But in the end, we shouldn't be getting to those other steps.

Abu Huraira reported Allah's Messenger (ﷺ) as saying. " Allah fixed the very portion of adultery which a man will indulge in. There would be no escape from it. The adultery of the eye is the lustful look and the adultery of the ears is listening to voluptuous (song or talk) and the adultery of the tongue is licentious speech and the adultery of the hand is the lustful grip (embrace) and the adultery of the feet is to walk (to the place) where he intends to commit adultery and the heart yearns and desires which he may or may not put into effect."
Sahih Muslim 2658
