بسم الله والصلاة والسلام على نبينا محمد وعلى آله وصحبه
Supplication (dua3) is answered at all times. ALLAH is near to His slave, close than his jugular vein. ALLAH réponds to the one who ask. ALLAH is pleased with the one who asks Him for help and He is not pleased with those who avoid asking Him. One of ALLAH'S beautiful Names is AL Mujeeb - The One Who Answers.

Exactly when the answer arrives to you depends usually on the nearness you have to ALLAH. If a person is very pious it might happen in a split second. See many example with the prophets or sahaba.
Sometimes however ALLAH will postpone the answer because this is better for the pious slave. The pious slave will reach a higher level this way.

It is obligatory to have patience in all cases and one should never despair of the Mercy of ALLAH The Most High.

There specific times where dua3 is more likely to be heard fx. between Athan and iqama, last 3rd of the night, last part of Friday, day of Arafat, when fasting, after giving sadaqa and others.

Allahu Alim.
