What are they, and how do they work? what is their purpose?

Basicly the usernotes are plain-text entries that hold comments from other (staff) members.

Lol, no no no.

Usernotes are for the staff (i.e. Admins and Moderators) to post any warnings issued of a member's behaviour. This is used for quick-referencin' of a member's behaviour in the past.

I've changed it back to admins/moderators only.

Do not forget to post a usernote if a user violates one of the forum rules.
