no, biraat is in Standard Bengali, as far as I know, but it may be used by Sylhetis too though.
I'm trying to use only Standard words when I give a word, so 'ondho', or 'ondhokar', is also a Standard word. I hope I didn't get it wrong though.

if you say it as Gulap, then spelling will be gooo + laap which is not proper bangla (in bangla it sounds >> গুলাপ )

He is referring to his mother in this part of the song. She recently passed away, and he also says on his album-cover that he dedicates the album to her (his mother).
