Arafat had the chance to create a lasting peace and true Palestinian state. Did this state and the peace plan offered give Arafat everything that he wanted?, no, but that was no reason to inflict another decade of violence on his people and the people of Israel. Circumstances can change, but unless one wants to live in a constant state of violence and fear, you negotiate and find common ground. Arafat was more interested in his own legend, and didn't want to become the Palestinian who made peace with Israel. This man was given a Nobel Peace Prize, too bad he didn't earn it.

Arafat had everyone involved with that peace deal believing he had accepted it. It wasn't until he returned home and realized he had made peace with Israel that he changed his mind. President Clinton has said he felt very betrayed by Arafat in that situation. The right of return is a non-starter, and Arafat knew this very well. Arafat was more about himself and his own image in the Arab world.
