I am aware of how sisters should cloth/cover oneself before prayer.....

But what is the proper/best way for a brother to pray?....

for example can he wear t-shirt?? does he always have to wear a topi?

should the ankle be revealed.....??....

any particular rules for men?

aslong as awrah covered pray in whatever, but awrah has to be covered:D

The awrah of a man is from the naval to below the knee, to the extent that the knee is still covered when he bows in ruku. Also, the shoulders must be covered, garment must be above the ankle (even when he's not praying) and the clothes should not be tight.
