COMMENT – “Oh I See (OIC)…More Inaction”

As the curtain came down on the annual summit (09/12/2005) of the Organisation of Islamic Countries (OIC), the familiarity of useless rhetoric, inaction and impotence again shrouded the two-day meeting, as it has done every year, for the past 36 years, since its inception in September 1969.

Ineptitude, lack of political will and direction embody the OIC, even though it boasts significant statistics and resources – membership of 57 states; population of 650 million (21% of world population); and importantly, 70% of world crude oil reserves and 50% of world natural gas reserves.

Therefore the failure of OIC is magnified in every sense – it remains silent as Islam comes under increasing attack from the ‘west’ whilst shamefully embracing western decadent culture; it cowers in fear as Muslims globally are victimised, raped, killed and impoverished in their millions at the hands of a brutal ‘western’ policy spearheaded by the United States and Britain; it incompetently runs her economies and offers her vital natural resources on a silver plate to western capitalists and multinationals whilst her own people are destitute; and it openly compromises her physical and material security i.e. her armies and weapons, placing them under the control of the enemies of Islam.

With such a record, it is difficult to identify any success that has arisen from the OIC at any point in its history.

However, it is a highly mistaken view that the OIC has been a failure when one considers the real purpose for its creation – and this purpose was not the initial stated aim of recovering East Jerusalem from Israeli occupation after the 1967 Middle East War, which unsurprisingly it also has failed to achieve. Rather its creation and purpose was as a colonial tool employed to maintain the division of the Islamic lands, weaken the unity of the Muslims, divest the Islamic emotion from the hearts of the Muslims, dissipate any notion of a unified Islamic political state, embrace nationalism and facilitate colonial control over the region. It becomes quite clear then, that the absolute failure of the OIC to achieve anything purposeful, even to provide any form of meaningful assistance to Muslims anywhere - actually reflect its success in achieving its colonial aims.

If it is to be argued that the OIC has failed in any areas, then they are the following: firstly, the inability to prevent the rising intellectual and political revival of the Muslims; secondly, the inability to sedate Muslims from challenging, exposing the western hegemony, hypocrisy and brutality; thirdly, the inability to modernize Islam in the minds of Muslims in a manner that is both dilute and palatable to the ‘west’; and fourthly, the inability to maintain the smokescreen that protect such impotent and un-Islamic organisations and the illegitimate regimes that preside over them. Maybe this in part reflects the desire, as proposed by some delegates, for the organisation to re-launch itself with more money, a new charter and a catchier name.

As for the concluding summit statement titled, the ‘Mecca Declaration’, it contaminated the purity and sanctity of the House of Allah and served only to re-state the colonial aims for which the OIC was founded.

A significant feature of this Mecca summit was the adoption of ‘Ten-Year Program of Action’. The 10 year action plan could restore the glory and the self confidence in Muslims, said Malaysian Ambassador to Saudi Arabia Datuk Dr Ismail Ibrahim of Malaysia who was the OIC chair. In reality the plan is designed to encourage political, economic and social reform in Muslim countries.

Meanwhile, additional key statements made served only to further expose the irony and contradiction of such an organisation in representing the interests of the Muslim Ummah. We present just three gems.

1. A collective statement said, "We need decisive action to fight deviant ideas because they are the justification of terrorism. We are determined to fight terrorism in all its forms." - But what about fighting the deviant ideas that the OIC have spread in the Muslim lands such as patriotism, nationalism and the permissibility of Muslims to have more than one ruler, all which the Islamic evidences prohibit clearly?

Allah (swt) says,

إِنَّ هَذِهِ أُمَّتُكُمْ أُمَّةً وَاحِدَةً وَأَنَا رَبُّكُمْ فَاعْبُدُونِ

“Verily this ummah of yours is one ummah and I am your Lord, so worship me.”(TMQ Al-Anbiyya:92)

Abu Sa’id al-Khudhuri narrated that Muhammad (saw) said, “If a pledge (for ruling) is given to two leaders, then kill the latter” (Muslim).

Abu Dawud narrated that Muhammad (saw) said, "He is not one us who calls for Asabiyyah, (nationalism/tribalism) or who fights for Asabiyyah or who dies for Asabiyyah."

Imam An-Nawawi wrote: "It is forbidden to give an oath to two Imams (rulers) or more even in different parts of the world and even if they are far apart" (Mughni Al-Muhtaj).

2. King Abdullah of Saudi Arabia said, “It bleeds the heart of a believer to see how this glorious civilisation has fallen from the height of glory to the ravine of frailty and how its thoughts were hijacked by devilish and criminal gangs that spread havoc on earth,” – It is evident that the criminal gangs that is actually being referred to are none other than the treacherous rulers themselves.

Abi Saeed narrated that Muhammad (saw) said, "For every traitor there will be a flag on the Day of Judgement. It will be raised according to his level of treason. The treason of treasons is when the ruler betrays his people." (Sahih Muslim - Kitab al-Jihad wa as-Sayr).

Abdullah ibn 'Umar (r.a.) said "The people in the Ummah will not suffer even if they were oppressors and sinful if the rulers were guided and were guiding. But the people in the Ummah will suffer and perish even if they were guided and were guiding if the rulers were oppressors and sinful". (Abu Nu'aim narrated in 'Hulayat Awliyyah.)

3. The Malaysian Prime Minister Abdullah Ahmad Badawi said that, “Thousands of our brothers and sisters in Iraq, Afghanistan, Syria, Iran and Sudan and similar places, are living in fear under threats of war and violence. Many more are living under threats of poverty and backwardness.” – This crime against the Muslim ummah lays firmly on the doors of these rulers and such organizations that do not serve the interests of the ummah, neither seek to unify the Islamic body, lands, resources and army to be placed and under authority of the single Islamic leadership, the Khilafah.

Reported by Muslim, Abu Bakr (ra), prior to taking on the position of Khaleefah expressed strongly, "And it is not lawful for the Muslims to have two rulers. Whatever the reason is, their affairs and laws will then differ and their unity will be broken and they shall dispute with each other. Then the sunnah will be abolished and the innovation will appear and the fitna will be widespread.”

This is both the legacy and reality of the OIC.
