I think so, that's what i understood from what he said.

Like right after maghrib, they check for the moon. But the thing is, he's not going too deep into the issues of the scholars opinions because this lectures just for beginners, so you'll just learn the basics without showing the differences of opinions in detail, but instead - he'll just point out the stronger opinion insha'Allaah.
