    I think it depends to where this letter belongs and in what kind of situation you read it and the most important - do you read it wrong way purposely. If you read some religious text or say your prayer and there is this letter and you know how to say it but read it wrongly to get meaning of the word to change, then your purpose to do so might be a sin. If you say it wrongly by mistake, it´s the other thing. If you hear someone else says it wrongly, you can kindly correct him/her.

    As far as I am aware and I know that many people especially from Pakistan pronounce the letter "thaa" as "saa" due to the Urdu alphabet, there is no sin if someone mispronounces, unintentionally, a verse from the Qur'an because due to their accent and the style of their mother tongue. They should try to correct it because it is not ideal, but if they are unable to because their accent is quite strong, they are excused. But this is the exception, not the rule. People should try their best to master the Arabic pronunciation. If you decide not to correct your pronunciation, and you have been advised to correct it but do not heed this advice, then it is sinning due to ignorance and arrogance.

    What if that person continues to read it as 's' rather than 'th' even after you question the way they pronounce it?

    If they have been told that they are mispronouncing the letter, they should endeavor to correct their pronunciation because they have now been guided. If they are still unable to correct their sound because their accent is strong and they cannot change it, then it is not their fault for mispronouncing the letter. But if they do not try to change it or have no interest in doing so, and are arrogant in their ways, then this is sinful because they are not heeding the advice given to them.
