Is not paying a debt considered a sin?

Is it? What if you want to pay, but the person has transferred to a place you don't know where? Intending sincerely to do a good deed is recorded a good deed, right? Is it considered a done good deed if I intended it to pay, for example, that person(but I don't know where he is now)?

Re: Is not paying a debt considered a sin?

    Yes and no.
Everything between you and Allah can be forgiven if you repent.
But in the case of a debt...there is a third party involved...so it would be injustice towards this third person to just bypass him and forgive your debt.
Of course Allah sees your intentions and knows how much effort you have made in order to find this person...and eventually that will be taken into account...but still...you wont be forgiven just like that.

Ask his friends or acquaintances his whereabouts. If you fail to locate then give his amount in charity on behalf of him and keep its receipt with you to give him in case he comes back.

When you have taken a loan from someone and your intention is to return it, and then the person went to a place where you do not know where he has been and you can handle this loan. You can get it back somewhere.
