It's about injustice or oppression and the various levels of action we can take. If we can do something about it we should. If we can't then we should speak out against it. If we can't even do that than at least be against it in our hearts.

If he is not able to do so, then with his tongue. And if he is not able to do so, then with his heart. And that is the slightest faith.”

Just thought I would add the Source.. Sunan an-Nasa'i 5008 and it is Sahih. It is also in Muslim.
