    Event: Syria, Gaza and the Criminalisation of Islam

    Recent events from the Middle East have placed the Muslim community in Britain in the public eye once more with their every word and action coming under microscopic scrutiny by the media and politicians. This is only the latest chapter in an ideological attack that has been ongoing for significantly longer.

    Whereas the attacks on Islamic concepts of war, political governance and the unity of Muslim lands are nothing new, they have now increased on an unprecedented scale in the wake of the rise of ISIS and its declaration of a Caliphate. The matter is not about supporting or opposing the version of a Caliphate as demonstrated by ISIS but rather the criminalisation of Islamic political thought and ideology. The concepts of jihad, shariah and khilafah are not the exclusive possession of ISIS but core Islamic doctrines subscribed to by almost one third's of the world's population. It is telling that the government's treatment of ISIS is similar to its treatment of Hamas, the Muslim Brotherhood, Hizb-ut Tahrir, and the Taliban, despite the enormous differences of belief and methodology between the groups.

    The Islamophobic nature of the criminalisation of those who believe in fighting in Syria against Assad is underlined by the lack of concern for British Jews who fight in the Israeli Occupation Forces, particularly at times where they are engaged in war crimes and other atrocities, such as the recent attack on Gaza.

    On the flips side, Muslims who wish to aid their brothers and sisters through the provision of humanitarian aid via aid convoys are having their homes raided, being harassed by the security services and are effectively being accused of engaging in terrorism. Charities are having their bank accounts closed without explanation and are coming under investigation by the Charity Commission simply for being involved in crisis zones like Gaza and Syria. Witch-hunts such as the Trojan Horse hoax and the mass hysteria over issues of the niqab, halal food and conservative Muslim values demonstrate that the criminalisation is spreading beyond Middle Eastern politics. Individuals and organisations within the Muslim community who have been speaking out against these policies are now under attack. They have had their organisation, business and bank accounts arbitrarily closed. Even their children's bank accounts have been closed. They are maligned in the media as terrorist sympathisers, extremists and jihadists. Some have even been imprisoned.

    The common element across all these cases is that those targeted cared for the oppressed and for those who are suffering. They have been criminalised because they cared.

    Join CAGE at this series of events around the country to unite the Muslim communities against this criminalisation of our faith, our beliefs, our mosques and organisations, and our leaders.     The Quran Case: Prevent Crossing the Red Line



    Adam was about to start his summer holidays…

    Adam* is 8 years old. It was the last day of school and Adam’s mother went to pick him up as she normally would. When she arrived at the school, she was met by a teacher who informed her that two Police Officers and a Social Worker had questioned Adam earlier that day. Adam’s mother was shocked as there had never been any concerns about Adam and no one had contacted the parents to inform them about this or to seek their consent. Adam’s mother immediately wanted to know if Adam was OK but the teacher told her that she could only see him after the Police Officers had spoken with her. Adam’s mother was escorted to another room where two Police Officers were waiting with a Social Worker. They did not identify themselves but she later learned that they were Counter Terrorism Police Officers (SO15).

    Adam’s mother questioned about her religion

    Adam’s mother was all the more shocked when they informed her that they had interviewed Adam because of alleged ‘radicalisation concerns’. The Officers then proceeded to question Adam’s mother about her views. Adam’s mother was asked what she thought was the reason for the London Bridge and 7/7 attacks. When she responded that she wasn’t sure and that perhaps it was something to do with the Middle East, the Officers stated that ‘no, it was all happening because of the Qur’an’.

    Adam’s mother was also questioned about the meaning of various verses in the Qur’an, specifically about Surah Bayyinah. She was asked if she knew the verse and what it meant. One of the Officers then pointed at himself and the other Officer and said to Adam’s mother that this verse says that ‘’we are the worst of the creation’’. The Officers then proceeded to inform her about ‘signs’ and ‘risks’ and to keep an eye on her son if he started ”praying differently’’. She was also told be careful about what Adam was learning at the mosque as ”teachers were showing ISIS videos to children as young as him”.

    Officers follow Adam’s mother home

    Adam’s mother was becoming uncomfortable with the line of questioning. She told the Officer she did not want to get into any religious discussion and did not wish to speak with the Officers any longer having already been questioned for 30 minutes. The Officers then said they wanted to come to the family home to speak with her husband. Under coercion, Adam’s mother agreed for the Officers to come later on that day. However, the Officers appeared at the family home about 10 minutes later.

    Adam was hiding behind his grandfather and was visibly upset when he saw the Officers in the family home as he was still in shock over what had happened at the school earlier that day. The family had just learned from Adam about what had happened and were also in the middle of hosting guests. The Officers made the family feel they had to allow them in, so they did.

    Officers question Adam’s father about his views

    The Officers began with making the same unsubstantiated allegations to Adam’s father. The Officers then proceeded to question Adam’s father about his religious and political views, including asking him repeatedly whether he wanted ‘’the UK to become an Islamic country’’ which the father felt was clearly an attempt to drag him into a longer and loaded discussion. The Officers asked Adam’s father what sect of Islam he followed and listed Salafi and Deobandi as examples.

    The Officers went on to speak about how there were ‘’many bad people at mosques and madrassas’’ and how ‘’teachers were showing ISIS videos in mosques’’ and proceeded to make provocative statements such as ‘’that there were pedophiles in the mosques’’. Adam’s father was shocked and said such allegations were both incorrect and insulting to his religion. Adam’s parents were very uncomfortable with the Officers statements and the types of questions asked of them. The Officers left soon after as the family said they were busy with guests.

    Adam left traumatised


    After the Officers left, the parents were very concerned about Adam who had clearly been left traumatised and scared by the events. The parents did not want to pressurize Adam into telling them what had happened straight away, particularly as Adam thought he had been questioned by the Officers because he had done something wrong. The family reassured him that he hadn’t done anything wrong and that nothing bad would happen to him. It took Adam about a week to fully open up and tell his parents about what had happened that day and the questions he remembered being asked.

    Adam told his parents that he had just finished his lunch when his teacher came and took him to another room where two Officers and the Social Worker were waiting. The questions asked of Adam included what he liked at school, what games he played at home and what games he played with his father. He was asked about his family and which relatives houses he visited. When Adam gave the name of his cousin, he was asked more about his cousin. Adam was also asked what his parents thought about the World Cup.

    Adam was asked by the Officers if he knew the Qur’an and was then asked to recite verses he had memorised from the Qur’an. He remembered reciting Surah At Tin, Surah Al-Alaq and Surah Al Kahf. The Officers proceeded to compliment Adam on his recitation and told him they were interested in learning about them and their meaning. Adam was also asked whether he prayed; if he ‘’knows about Jews’’; if he ‘’knows about Christians’; which mosque he goes to; which books he was studying at the moment at the mosque and what was his teachers name at the mosque. Adam was questioned for about an hour. He told his parents it was mainly the Officers asking him the questions about his religion. Below is an excerpt from the Children’s Services report:

    The aftermath- ”No concerns of radicalisation”

    The family was left in the dark for quite a while trying to understand what had happened to their family and why. The family was very concerned about the long-term impact on Adam and how he would feel about going back to school after the holidays, and whether he would regain trust in his teachers. It was Adam’s teacher who took him to the Officers and left him there to be questioned alone. The family eventually received an unannounced visit from the same Social Worker who informed them that the case had been closed by Children’s Service and Police and that there were ‘’no concerns of radicalization’’. The social worker also told the family that they are working with Prevent and that the two Counter Terrorism Officers in question also worked with Prevent. There was no apology or adequate explanation as to why the family had been treated in this way.

    The family felt targeted for being Muslim

    The family was left outraged and upset and felt they had been targeted for being Muslim. The family is now sharing their story in the hope that it will help raise awareness about the real impact of these policies and to seek accountability and justice for their son and other children like him.

    PREVENT stats reveal an increased targeting of children and a new ‘catch all’ category that is ripe for abuse

    The government’s newly released Prevent stats for 2018 demonstrate how the policy continues to increasingly target and securitise childhood and is predictably casting its shadow on a potentially endless list of concerns under a new category of “Mixed, unstable or unclear ideology”, a catch all that is ripe for abuse.

    Following a similar trend of the last few years, 95% of all referrals are false positives. While in some quarters this may be lauded as a success of sifting procedures, in reality this reading is blind to the intrusiveness, trauma and stigma attached to being investigated under Counter Terrorism measures.

    In addition, Muslims make up only 5% of the population yet ‘Islamist’ related concerns make up 44% of all referrals. A gross over representations which uncovers the inherent bias and deliberate targeting of Muslim communities by Prevent.

    Asim Qureshi, CAGE Research Director said:

    “In the UK, we have a panoply of offences that operate in the pre-criminal space. The idea that future ‘terrorists’ have been somehow dissuaded through Prevent, particularly when the numbers do not correlate to actual violent offenders, is ridiculous at best.”

    “What is always missing from these discussions is the long-term impact of false referrals. With a large portion stemming from the education sector, the fundamental relationship between student and teacher is changed forever – the student will forever feel a suspect. We could speak of one false referral being one too many, but the reality is that we are already speaking about this in the thousands, where a 95% inaccuracy rate is harming the future of our children.”

    All have to abandon or water down their faiths and instead worship at the altar of 'liberalism'.

    Javid also highlighted the benefits of immigration. “It might sound strange coming from a home secretary – I’m a big fan of immigration and what it means for our country, in terms of how it makes us stronger … I see people all the time today and they really don’t care if their doctor is of Pakistani origin, what they care about is that they are getting a good service and these are people that they do really see as British. I do think society has changed very positively like that.”

    He said Islam was compatible with British values. “There are many Muslims that I know who are very devout ... that are model citizens in terms of what they do their job, how they care for others.”

    But he condemned those who saw as Islam as an ideology, saying he would make a distinction between “those who practise Islam and those who you might describe as Islamists, that are driven by an ideology, rather than practise their own religion in their own way with their own family and their own friends. They see it as their duty to spread to ideology and also to disrespect at the same time the laws of the country that they have chosen to live in.”

    German politicians propose a ‘religion tax’ for Muslims to counter extremism

    When Germans file their annual tax returns, religion matters a great deal. If you’re Catholic, tax authorities will likely collect an income tax surcharge of about 10 percent on behalf of your local church. The same applies to most Protestants.

    The tax applies to almost all baptized Christians, and church representatives say that the state-enforced payments are crucial in financing cemeteries and community work.

    So far, practicing Muslims have been excluded from that rule, but some leading members of the German government’s coalition parties appear determined to change that. Despite criticism from some Muslim communities, they maintain that a state-collected tax for all Muslims would help to boost moderate interpretations of Islam and counter the appeal of wealthy foreign donors who promote more radical interpretations.

    “Besides Qatar and the [United Arab Emirates], what we’re mostly concerned about in the [Persian] Gulf region is Saudi Arabia,” Thorsten Frei, deputy head of Chancellor Angela Merkel’s Christian Democratic Union party and the Christian Social Union in parliament, told The Washington Post. Frei cited federal statistics showing that the vast majority of German Islamic State members are considered to be part of the Salafi movement, which is being promoted by Saudi Arabia. “We need to make sure that Islam in Germany emancipates itself from foreign influences,” said Frei.

    Such deliberate government-mandated interference would be unheard of in countries where religion and state are more clearly separated. “When you explain this to Americans, they think you’re crazy,” said Aiman Mazyek, chairman of the Central Council of Muslims in Germany, which serves as an umbrella organization for some communities. But in Germany, where the leading party carries the word “Christian” in its name, state and religion have always been more closely intertwined than in many other Western nations.

    Top officials have made no secret of their recent plans to actively promote moderate interpretations of Islam. Germany’s Interior Minister, Horst Seehofer, vowed last month to stop “foreign interference” in German Muslim communities.

    The German government is now planning to force foreign state donors to make their financial contributions to German Muslim communities transparent, according to a report by the Süddeutsche Zeitung newspaper and German public television. The report indicated that the measures were designed to target Kuwait and Qatar, among countries known to make large contributions to foreign Muslim communities.

    The primary focus, however, appears to be on Saudi Arabia. Germany and Saudi Arabia have clashed on numerous fronts in recent months, and Merkel was the first world leader who eventually halted arms sales to Riyadh after the killing of Washington Post contributing columnist Jamal Khashoggi. The CIA has concluded that Saudi Crown Prince Mohammed bin Salman ordered the Oct. 2 killing of Khashoggi at the Saudi Consulate in Istanbul.

    But Saudi practices had drawn the scrutiny of German politicians and intelligence services far earlier. The Saudi-led intervention in Yemen has cost thousands of lives. In Germany, intelligence services reportedly warned as early as 2015 that money from Arab states of the Persian Gulf was being used to radicalize some of the hundreds of thousands of refugees who entered Germany that year.

    A representative of the Saudi Embassy in Berlin said Friday he was unable to comment on the reports, but Saudi Arabia has rejected similar accusations in the past.

    Some representatives for Muslim communities similarly argue that the vast majority of their funding comes from domestic donations, rather than from foreign contributions. “But it really depends on the community we’re talking about,” said Islamic scholar Lamya Kaddor.

    Turkey’s payments to Imams who work with the so-called Ditib community, for instance, constitute a notable foreign influence. Kaddor said she believes that forcing foreign donors to reveal their contributions would be a good move, but she thinks that a tax would hamper more promising efforts.

    “Muslim communities are quite dispersed, which is natural given that, unlike in the Catholic Church, there is no leader in Islam,” Kaddor said. That would make the implementation of a mosque tax far more difficult than the distribution of money collected on behalf of the Catholic Church, for instance. So far, most Muslim communities lack the necessary legal status to receive taxpayers' money, and politicians who back the proposal say that it is up to those communities to fulfill the criteria.

    There is also disagreement over whether any such system would have to be mandatory, as proposed by conservative lawmaker Frei and others. Many Muslims already donate 2.5 percent of their income that is not spent on living costs to people in need, although those contributions are not being monitored by their communities.

    Aiman Mazyek of the Central Council of Muslims in Germany said the government “should not help out financially, but in terms of providing the administrative means.” For some, however, even that goes too far.

    “As a Muslim, I’m opposed to the idea of the government determining how I spend my money,” said Kaddor. “It’s none of the government’s business.”

    Tears as Derby charity worker is stopped at an airport for the 50TH TIME



    A Derby charity worker has been stopped by airport police for what he claims is the 50th time.

    Ahmed Ali was with his disabled gran when cops questioned him for an hour. He said his elderly gran was upset by the episode and his wife was left in tears after hearing of the incident. Mr Ali, who was stopped at Birmingham airport as he flew back from a pilgrimage, said he fears police are using illegal "profiling" to decide who to stop.

    He said: “It was an absolute nightmare. It’s getting really annoying. It’s just broken. They [police] are a law of their own.

    “I’ve been stopped with my kids and my family but this time it was with my grandma and it just ruined her pilgrimage.

    “It was the first time she has ever been stopped and she was really upset."

    Mr Ali, who works in Derby for the international aid charity Unite4Humanity, was travelling home from Mecca, Saudi Arabia, after a ten-day pilgrimage with his family and his disabled grandmother, who uses a wheelchair.

    As the 42-year-old pushed his grandmother through the disabled check-in area of Birmingham Airport on New Year’s Eve, they were pulled away by West Midlands Police for counter-terrorism checks. Under Schedule 7 of the Terrorism Act 2000, officers can to stop and question any individual who “appears to be someone who is or has been concerned in the commission, preparation or instigation of acts of terrorism”.

    Mr Ali, who lives in Ashbourne, claims that this is the 50th time he has been stopped and has never been convicted of having any extremist views.

    He said: “After I made a fuss, they eventually let me go because they had nothing to charge against me. If they did charge me, it would help everyone who had a beard at airports.

    “It’s either profiling which is illegal, harassment which is also illegal or discrimination”.

    Derbyshire Live previously covered Mr Ali's plight when he was stopped for the 20th time flying to Morocco from Manchester Airport in 2016. Greater Manchester Police took Mr Ali and his wife off his Thompson flight and then questioned him for hours about his faith and where he was going. He missed his flight.

    The first time he was stopped was in 2012 at Birmingham Airport when he was returning home from Pakistan. Mr Ali regularly flies to different countries around the world for Unite4Humanity and claims the whole experience has been “upsetting” for him and his family. In a recording sent to Derbyshire Live, the charity worker pleads with the police to arrest him so he could ask a judge why he has been stopped so many times.

    He said: “They always ask me the same questions like “What do you think of what’s happening in Syria?” and “What are your thoughts of what’s happening in Yemen?””.

    “They wanted me to go into a room but I just refuse to do it now. I want them to arrest me and ask me why they have stopped me 50 times.

    “It’s ridiculous. It’s broken. I am a Muslim but I don’t go to any of the hotspots like Syria. I just feel vilified because I’m a Muslim and I have a beard.

    “They don’t seem to know what they are doing or have any record of me being pulled away by police so many times”.

    A spokesperson from West Midlands Police said: "A 42-year-old man was stopped on arrival at Birmingham Airport on 31 December 2018.

    "He was spoken to by police and released after further checks had been conducted".

    Tony Blair’s new report is a poor attempt at censoring Muslim voices and dictating Islamic belief

    A new report by the Tony Blair Institute (TBI) is an academically flawed attempt to remould Islamic belief and silence Muslim voices that challenge repressive state policies.

    Blair, commonly known for being funded by despots, is now attempting to cast himself as the authority on what is acceptable and unacceptable dissent within the framework of his cash cow, the ‘War on Terror’.

    The report uses the disbanded Al-Muhajiroun (ALM) as a baseline for “extremist” beliefs, and the authors tar anyone who approximates similar talking points as illegitimate, a superficial guilt-by-association without any actual contextual examination or rigorous academic enquiry.

    The report is another signal that Blair and ilk are again misleading the public – this time in an attempt to legitimise the counter-extremism sector in the UK – particularly the CCE which we recently exposed – and globally.

    This is underlined by the fact that the report authors advocate the same tired and discredited PREVENT narratives linking dissenting views to a propensity to commit violence.

    Asim Qureshi, CAGE Research Director, said:

    “It’s unsurprising, considering Tony Blair’s penchant for misinformation, that his organisation would use seriously flawed methodology in order to draw false conclusions regarding Muslim groups in the UK – it fits a wider pattern of behaviour to which we have become accustomed.”

    “The report draws extremely subjective conclusions based on criteria that are not based on any credible and balanced research, but rather draw conclusions that have already been conceived.”


    Moazzam Begg, CAGE’s Outreach Director said:

    “A poll conducted by YouGov last year found that at least a third of the British population want to see Tony Blair “tried as a war criminal” for knowingly misleading Parliament leading up to the invasion of Iraq. Yet, despite Blair’s role in peddling false evidence to justify a war that has led to the deaths of millions of people, he has, unbelievably, modelled himself as a “peace envoy” in the Middle East and has sought to influence the debate around extremism and de-radicalisation. The report must be seen in this context.”
