If an Imam admonish his community and other muslims in his country for not
paying Zakaat, should other muslims be offended, to the extent of having him incacerated?
Allaah Almighty knows best brother. But please remember that when Abu Bakr (may Allaah be pleased with him) was khalifah, the people who never payed zakaah - he (abu bakr) waged war against them.
So the people should think twice before going against the imaam, because they may be the ones who are wrong in this.
Ibn Umar (may Allaah Almighty be pleased with him) related that messenger of Allah (peace be upon him) said "I have been ordered to kill people until they testify that there is no God except Allah and that Muhammad is the messenger of Allah and they estabilish prayer and pay the zakaah.If they do that their blood and wealth are protected from me save by the rights of Islam.their reckoning will be with Allah" (Bukhari,Muslim).
