Unable to Send a Welcome Message

I tried to welcome a new member in the introduction section but received the following message:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?

Do you have to be a full status member before you can welcome someone?
