With all due respect I think you are mistaken.
Out of the two transliterations the questioner has written:
allah-u akbar and
alla-hu akbar it is more closer to the second i.e. alla-hu akbar.
So if I may put it in a slightly different transliteration it is:
Allah-hoo-Akbar just like the sound in the English word 'who' as in 'who does this belong to?'.
Remember : that 'hoo' sound is from the dummah (round mark above the letter not the slanted line) on the last letter ('ha') of Allah. You may have heard people saying 'Allah-hoo' just add 'Akbar' and you have the right pronunciation.
