they cant, sm- can moderate the whole forum as well as some other things, mos are restricted to the sections that they're assigned to

It aint a fix ... =P both Jawwy and Dudette have been mods before so its only natural they get promoted first *shade*
 
I'm having a major facepalm moment here. I mean, not for Jaw, but a certain nee-san who really shouldn't have been promoted.

Other than that, I wonder why their names are still in the 'Moderators' bit when looking at the Forum Leaders list.

^Because they are still assigned to those particular forums, but they can still mod the whole forum. An admin can remove that Insha'Allah.
