Well if you look at shariah law, then these are things to protect the people in general...for example if a non muslim man murdered someone, there would be no exception for him.
With regards to women covering their faces-this is something for muslim women a non muslim isnt required to cover her face, though she would have to cover modestly.
not sure about the sex outside of marriage question, but from what i recall, as stated above if a man commits adultery he is still under the same law...however to carry out the adultery punishment is something that has to be absolutely certain...by either the man confessing or witnesses actually seeing the 'act'
