If you wear a niqaab and your eyes are covered, yes it allowed outside. If you don't, then it falls under adornments, and should be avoided, unless you're only going from your house directly to a female only gathering or something of course.

I always wear kohl. Probably the only thing I've ever used in pub lol :-[ It's always been a habit since I was kid, didnt know it was taken as adornment. I was told it's good for your eyes Ok maybe i dont wear it as much...but at times I do. Ok no more kohl outside! Lol
