We'll try to see and compare public sexuality, when it's widespread, and when it isn't widespread.

In societies where public sexuality isn't widespread, the people are restricted from expressing it in public, and even if they so desire it - they simply can't - because of the publics disapproval. Due to this, when the people do see anything of a sexual nature, they are aroused, even if it is of a lesser explicit nature. This can be a disadvantage because if this person was given an opportunity to take that sexual approach - maybe he would approach it out of desperation? But this is countered by the fact that society will unite against such a practise.

How is this good for marriage? Take for example a guy seeing his wife, he may become aroused quickly by just seeing her dressed beautifully. He cannot really desire other women because they are fully covered. This will allow a healthy relationship with her because he can express it in a way which is permissible and even rewardable in Islam. This enhances their relationship

Now compare this to another society where sexuality is widespread on the public level.

A guy will see alot of women who are dressed provocatively, so he will desire them. But as he continues to see them in his day to day life, he will gradually get used to it. If he desired one of them, and was unable to have her - then he would just be in a sense of sexual frustration. Society would not prevent him from desiring her (due to this provocativeness being widespread already), however - society would be against him having her against her will. If he was to have her by her will, then that would cause problems within his family marriage relationship.

This guy, is likely to require more stimulation from his wife in order to be aroused by her. So he might not be aroused by her by just looking at her with beautiful clothes on like the first guy, but may require something more explicit than that. His staring at the other women will also make him desire them more, maybe even more than his wife... causing an unhealthy relationship, so a gradual breakdown to society.
