Pirating software

When I was living in pakistan every copy of software I bought was pirated but I could not find anyone selling legitimite software. So can someone tell me the ruling on pirated software I hope its not theivory +o(

Few years ago Indonesian Ulama Council released a Fatwa Haram for piracy. Unfortunately, Indonesian Muslim people ignored that fatwa and still buy pirated softwares. And their reason, because original copy is very expensive.
