The letters without a point on it called مهملة
like:صاد, حاء ,عين

while letters with a point on it called معجمة
like ضاد,خاء,غين

At the past Arabic was written without points, people was good at Arabic enough to understand it without points but sometimes a person write a name which is not well known so he mention that the حاء is معجمة so people understand that it is خاء not حاء.

Point`s on the letters is a new invention by the way Othman Ibn afan was the first one who used it to make reading the Quran easier for foreigners, nowdays reading Arabbic without points is too hard even for Arabic People.

Anyway, you don`t need now to use the word (معجمة,مهملة) Alhamdolilah every thing is written with points now.

الظاء المشالة means it have the line on it which made it diffrent than ضاد,this line is new too.
we can also say الضاد المنقوصة which means it`s not with this line it`sضاد not ظاء.
we say الباء الموحدة which means its not تاء nor ثاء.
and more and more ,very complicated, isn`t it.
Alhamdolillah that we write points and lines now.
