Are imaam's qualified to draw up a Terms & Conditions according to Shariah contract?

If that imam is expert or at least has high knowledge about sharia trading, he is qualified person. But if that imam has no enough knowledge about sharia trading although he is expert in fiqh or aqeedah matter, he is not qualified person.
