Nah, depends on what you download, you can even make torrents of your own product's software and turn it into a shared file to save money on upload bandwidth, eg, ASUS make torrents of their laptop's drivers, create a torrent file, and allow users to download and share it, meaning they only make one upload and it is thereafter shared, this keeps the costs of products down for the end users. governments frown on it because it is often used for movie and game sharing (losing them tribute money from taxes) and Internet service providers often choke it due to the amount of bandwidth they use up, some give low priority to file sharers in order to keep local area speed optimal,
If you are a regular torrent user and depend in it, it is good to check which ISPs use throttling for torrents, but torrents in themselves are not illegal, just like uploading a legit file is not illegal,
