I have read that it is ok to hug a father-in-law, but not brother in law. At what point can a father-in-law be hugged, after engagement or after the wedding ceremony?

father in law is your mahram

brother in law is not your mahram

He becomes your father in law when your husband becomes lawful for you.

After marriage, of course, engagement isn't an official thing, so you should wait until after the marriage.
