I'm not sure what your first question was but to answer the second drinking alcohol does not take a person out of the fold of Islam. It's a major sin but it's not kufr

this fatwa in arabic ... i translated it
Is it permissible to make the Punishment for adultery by non muslim governor ?
reply : no one can do the punishments except the muslim governor .. and the sinner should repent to allah and try to do A lot of good deeds as allah says in the ayah :
( 68 ) And those who do not invoke with Allah another deity or kill the soul which Allah has forbidden [to be killed], except by right, and do not commit unlawful sexual intercourse. And whoever should do that will meet a penalty.
( 69 ) Multiplied for him is the punishment on the Day of Resurrection, and he will abide therein humiliated -
( 70 ) Except for those who repent, believe and do righteous work. For them Allah will replace their evil deeds with good. And ever is Allah Forgiving and Merciful.
( 71 ) And he who repents and does righteousness does indeed turn to Allah with [accepted] repentance.

Islam erases what occurred before it, and repentance erases what occurs before it

Transliteration: inna Allaha yuhibbu alttawwabeena wayuhibbu almutatahhireena

It is rather that Allah, Glorified and Exalted, rejoices over the repentance of His slave in compliance of his doing. The Prophet, peace and blessings of Allah be upon him, has said: “Allah is more pleased with the repentance of a servant when he turns towards Him for repentance than anyone amongst you when he is upon a camel in a waterless desert and there is upon (that camel) his provision of food and drink also and it is lost by him, and that he has lost all hope (of finding it); he lies down in the shadow of a tree and is disappointed about his camel. While he is in such a state; there he finds that camel standing before him. He takes hold of its nose string and then out of boundless joy says: O Lord, Thou art my servant and I am Thine Lord. He commits this mistake out of extreme delight.” [Reported by Muslim]

return to Allah, Glorified and Exalted, and respond to Him when He calls for you: {And all of you beg Allâh to forgive you all, O believers, that you may be successful} [Surat An-Nûr 24:31]

Transliteration: watooboo ila Allahi jameeAAan ayyuha almuminoona laAAallakum tuflihoona

Uqbah ibn Amir reported: A man came to the Messenger of Allah, peace and blessings be upon him, and he said, “O Messenger of Allah, one of us has committed a sin.” The Prophet said, “It will be written against him.” The man said, “Then he has sought forgiveness and repented.” The Prophet said, “He will be forgiven and his repentance accepted.” The man said, “Then he returns to the sin.” The Prophet said, “It will be written against him.” The man said, “Then he has sought forgiveness and repented.” The Prophet said, “He will be forgiven and his repentance accepted. Allah will not stop forgiving you unless you stop seeking forgiveness.”

so that : we should think of the forgiveness of allah and think of our sins and ask yourself : until when ???
do i know when is my last day ??
what if allah decide to take myself at the the time which i decide to commit mistake
allah see us
he can take our bodys which we disobey him with it ... but he didn't
O allah
how we forget him while he just gave us breath ... eyes ... smells ... voices ... while we just think how can do this without caring of his seeing and his caring .. his loving ..
let's repent to him
And it is He who accepts repentance from his servants and pardons misdeeds, and He knows what you do.

sorry for my bad english
