They've been bought by the west, apparently.

The land might be a Muslim land from the past but the governments are mostly imitating the disbelievers and their secular ideologies. Secondly, those wealthy gulf countries don't want to risk losing their monarchies. Third, you have the common masses being deceived by "freedom and Democracy" and very little desire to live Islamically. Self centered and selfishness from the top down.
