My father-in-law passed away before my wife and I were married and that leaves my brother-in-law as the only breadwinner of his family. I know his financial situation is difficult. He has several individuals that depend on him (expecting wife, elderly mother, younger sister).

Yes , if he is under the Nisab level and really poor. Except to your Mother Father and children and wife you can Give Zakat to anyone & the Most closest relations is the best .
