رحمة الله عليه states in
Noor-ul-Eedhaah wa Najaat-ul-Arwaah:
والغلبة في مخالطة الجامدات بإخراج الماء عن رقته وسيلانه ولا يضر تغير أوصافه كلها بجامد كزعفران وفاكهة وورق شجر
"If water becomes mixed with a solid substance, the water is regarded as being overwhelmed (and not suitable to be used for Wudhoo and Ghusl) when it loses its thin and flowing nature. However, if water mixes with a solid such as saffron, fruit or tree leaves (i.e. something pure), it remains permissible to use even if all of its qualities (i.e. colour, taste and smell) have been lost."
والغلبة في المائعات بظهور وصف واحد من مائع له وصفان فقط كاللبن له اللون والطعم ولا رائحة له وبظهور وصفين من مائع له ثلاثة كالخل
"When water mixes with a liquid substance, on the other hand, then it will be regarded as having been overpowered (and not permissible to use) if it takes on even one quality from a liquid that has two qualities (i.e. milk has two qualities: colour and taste. It doesn't have smell. Hence, if water mixes with milk, and gains either one of these qualities (the colour or the taste of the milk), that water will be regarded as having been overpowered and will no longer be permissible to use for Wudhoo and Ghusl.) or two qualities from a liquid which has three qualities (ex. vinegar has three qualities: colour, taste and smell. If water mixes with vinegar, the water will be regarded as overpowered and not suitable for Wudhoo and Ghusl if at least two of the qualities of the vinegar becomes present in the water. If only one appears, the water can still be used."

If the water has mixed with something pure, like soap, then that water can still be used for Wudhoo and Ghusl.
