Shi`as made lying part of their religion, so never accept anything which comes from a Shi`a.

This particular quote is from Nahjul Balaaghah, one of the main books used by the Shi`as. Thus, the quote is not authentically reported from Hadhrat `Ali رضي الله عنه, and we cannot quote it as a saying of his.

The meaning is correct, but it is not authentically narrated from Hadhrat `Ali رضي الله عنه.
