If someone's sibling harmed someone, and they are an oppressor. The oppressed is angry and the person is lying to cover up for their sibling and avoid their sibling to get held accountable. Is this regarded as a good deed and come under the category of lying to avoid conflict or is it bad?

While making peace between two quarrelling parties, so that the ordeal would not ignite into something worse. The mediator in such a case may falsely tell one party that the other is speaking highly of them.

That was the hadith but I'm confused if for example the oppressor is still harming the oppressed but the sibling is saying, so and so does not hate you but is going through tough time. Basically so the oppressed does not get upset or demand rights or to cover up their sibling's oppression and make them look better. Is that considered permissible?

Assalam o Alaikum rahamutullahi wa barkuthu.
I didn't understand what you said.
But I suggest asking scholar about this. Not every questions can be answered, some may require scholar or imam.
JazakAllah khair
